A Blue Print for Further Action

The National Delegate Conference of IUML held in Banglore on 15-16 would like to give a set of guidelines for the FOLLOW-UP action to every party member through State and district committees. 
 
1. Strengthen the Party through Membership Campaign
This delegate conference directs the state committees, where no membership campaign has been conducted so far, to take necessary steps to launch a membership campaign immediately under the supervision of the State committees. The Membership campaigns have to be completed within a stipulated time of six months from today. On the basis of new membership, new state committees should be constituted latest by 1st August 2010.
 
2. Formation of Front Organizations
In the month of August, a delegate meeting at all India level will be convened to give shape to front organizations, namely; Muslim Youth League, Muslim Students Federation, Women’s wing of the Party and Labour Union. The front organizations are to be floated and activated from the month of September, 2010 under the supervision of respective state committees.
 
3. Drive against Extremism
As has been proven, extremisms of all sorts are diametrical opposite to Islamic principles and teachings of Holy Quran. For us, no doubt, it is antithetical to the body politic of our country. This delegate meet, therefore, calls for a massive anti-extremism drive to be initiated by the League workers across the country. An all India campaign will be organized under the Muslim League committees throughout the country against extremisms with all its manifestations irrespective of its form and community of origin and misleading propaganda by the misguided elements in the community with the potential to tarnish the image of Muslims in front of others and to disrupt the ethos and values that Islam stands for. Muslim League will never support any antinational activity by any one and call for the community to abide the law of the country. League will not allow anybody to disrupt communal amity and religious harmony for which Muslim League has been fought for. At the same time Muslim League makes it a point to reiterate that the witch-hunt by certain security agencies against the innocent people in the community in any form shall never be allowed. This delegate conference is of the view that those who are languishing in Jail for alleged involvement in anti-national activities should be given a fair trail. And if they are found not guilty or if there is no charge sheet framed even after long period of imprisonment, they should be set free. Under no circumstances, Muslim League will support the violation of the law of the land, which brings peace, cordiality and peaceful co-existence. 
 
4. Resist Fascism
Muslim League committees are also directed to launch exhaustive anti-fascist campaigns with the same magnitude and intensity. The Muslim League should also expose the organized attempts of Sangh Parivar and its corollaries to defame the community and the baseless propaganda of Muslim appeasement, even when many of the genuine grievances are yet unaddressed and remain to be solved. Such campaigns should focus on the dissemination of counter-thesis to the noxious fascist narratives. A concerted move adhered strictly to democratic means ensuring the participation of people from different sections should be orchestrated at different levels. 
 
5. Honourable Existence of the Community 
This delegate meet reaffirm the Clarence call by the founder leader of the Party, Quaide Millat Ismail Sahib, the Muslims must have an honourable existence in democratic India. Simultaneous to adhering to own faith and identity, Indian Muslims should give priority to be integrated into the Indian mainstream. This conference also wants to inculcate that it is the duty of a Muslim League member to take on the elements in society that are in inimical terms with the Party and also with the fundamental principles of Islam, through the democratic means. A consistent and focused effort is needed to indoctrinate that Muslim League stands for the honourable existence of the Indian Muslim Community. 
 
6. Uphold the Essence of Pluralism
The prime concern of IUML is to make every League member to uphold the spirit of religious pluralism and harmony. The essence of pluralism lies in harmonious and peaceful co-mingling of various religious communities. An intensive campaign should be initiated against the forces that embarked on the mission to disrupt the chord.
 
7. In favour of Affirmative Action
IUML takes this opportunity to show our appreciation to various initiatives undertaken by the Manmohan Singh Government to empower the Muslim community in India. While extending whole-hearted support to the UPA in its effort to redress the legitimate grievances of Indian Muslims, this delegate meet also would like to point out to the pathetic situation continues to exist. There is a startling national statistics on an abysmally poor and inadequate Muslim representation in government employment, public sector undertakings, security forces and intelligence agencies. The findings of the Sachar Committee were a real eye opener which left us traumatized. IUML, in this context, wants to reassert its position for a time-bound and speedy implementation of the recommendations of the Sachar Committee and Ranganadha Misra Commission.


8. Enhance Representation in Government
The lack of due political participation of the Muslims makes the community vulnerable to attacks on different fronts. Reasonable and adequate representation in politics and governance, therefore, appear to be the sole remedy for this social vulnerability. It is a time-tested truth that the change in economic status seldom contributes to a shift in social position.  So, Muslim League members across the country should not spare any opportunity leading to the enhancement of participation in politics and governance. 
 
9. National Level Think-Tank
A national level think-tank will be constituted with the participation of people from various fields of expertise like religious scholars, educationalists, literary figures, scientists, jurists, media persons etc. The steps towards the launching of such a think-tank will be taken by the National President and General Secretary in consultation with the National Executive.
 
10. Formation of Civil Society Groups 
As we have entered into to an unprecedented phase in history, a radical re-conceptualization of the strategies and polices is needed to address the new issues.  The strategies of old mould have lost their rationale in the event of new challenges. As a tactical move, the League Committees in all states should identify some key areas, where our presence is essential and float Non-Governmental Organizations (NGOs) in each area. This delegate meet suggest some areas, where there is an immediate requirement of our attention.

Empowerment of Muslim Women

11. Islamic Finance  
Muslims are the worst-hit community under the new economic regime. Studies have shown that the community, many of which are artisans, odd jobbers and petty traders are witnessing a rapid deterioration in their living conditions in the face of the current economic reconfiguration. Introduction of microcredit system strictly adhered to Islamic financial rules is the most appropriate solution to overcome the rapid worsening of living conditions of Muslims in India. We can engage the rich people in the community (especially high-profile NRI businessmen) to set up Islamic banking and ssupport initiatives for self-employed youth. Setting up Islamic financial institution with the back of our front organization, KMCC would be an appropriate step in this context.
 
12. National and State Level Research Centre 
National Committee and State Committees should take the initiative to establish a research centre with properly updated data bank on various socio-economic indices of the community like education, employment, poverty, and standards of living. Research in the fields like community history, migration studies and electoral studies can also be promoted under the activities of such centres.
 
To sum up this document, this conference would like to inculcate the role of Muslim League members’ in preserving India’s composite culture. Indian Muslims’ contribution to this eclectic cultural mosaic is very noteworthy. Muslim League is of the firm view that this vibrant cultural mix cannot be perished by any one. But it is a sad paradox of the history that a community-Indian Muslims- which contributed a civilization as beautiful as Taj Mahal, as sophisticated as Red Fort and as towering as Kutub Minar is now lurking in darkness. So, it is the responsibility of every League member to bring the light to the life of Indian Muslims as envisaged by our great leaders and torch-bearers of Indian Muslim community like Quaide Millat Ismail Sahib, Syed Abdulrahiman Bafakhi Thangal, K.M.Seethi Sahib, B.Pokker Sahib, PSMA Pookkoya Thangal, C.H.Moahmed Koya Sahib and  Panakkad Syed Mohamedali Shihab Thangal.  The words and deeds of our yesteryear leaders, of course, will come to our help to make Indian Muslim society a vibrant one with high amount of dignity and prestige.
